They are designed to be ultraportable and to be affordable. The fact that they are not so powerful is deliberate and this is to keep the cost down significantly. Trying to make a computer as small as a Netbook with all the current power of even a lightweight Notebook would be extremely expensive as miniaturization of all the major components would be too costly. And it might not even be possible - just yet!
Netbooks are meant to be cheap and portable and are therefore designed for low level tasks and more limited functionality requiring reduced processing power.
Prices are significantly lower than for Notebooks and Laptops and are normally in the $300 to $500 price range making them affordable for everyone!
